Job Announcement - Appointment of Director of Procurement

The º£½ÇÂÒÂ×ÉçÇø (UDS) invites applications from qualified candidates for appointment to the position of Director of Procurement

Role Summary
The Director of Procurement serves as the Head of the University’s Procurement Directorate and is responsible to the Vice-Chancellor for the effective discharge of duties. The successful candidate must be able to serve a minimum term of four (4) years before reaching the statutory retirement age of sixty (60) years.

A. QUALIFICATION AND EXPERIENCE

Applicants must possess the following qualifications:

  1. A PhD (or its equivalent), or an MPhil, or two-year full-time research Master’s degree in the relevant field;
    OR
    A good first degree with a one-year full-time Master’s degree and a final professional qualification in procurement or a relevant discipline.
  2. Satisfactory performance as Senior Assistant Procurement Officer with a minimum of five (5) years working experience in University or analogous institution. 
    OR
    A minimum of twelve (12) years of relevant post-qualification experience in an industry or in a practising firm.
  3. Proven experience in administration and management is essential.

B. DUTIES AND RESPONSIBILITIES

The Director of Procurement shall:

  1. Serve as the Head of the University’s Procurement Directorate.
  2. Exercise oversight responsibility for the preparation and implementation of procurement plans covering works, goods and services.
  3. Supervise and coordinate all procurement operations across the University.
  4. Lead and manage staff within the Directorate to ensure efficient and effective operations.
  5. Oversee the formulation and implementation of procurement policies and strategies.
  6. Collaborate with the Registrar:
    • In advertising procurement tenders. 
    • In ensuring timely preparations and dispatch of all correspondence related to the Tender Committee. 
  7. Maintain proper records of all procurement-related activities and operations.

C. TERMS OF APPOINTMENT/CONDITIONS OF SERVICE

The appointment shall be in accordance with the conditions of service applicable to public Universities in Ghana, as determined by the University Governing Council, and consistent with the University’s Act and Statutes.
